This is a Lionel 161 Mail Pickup Set from 1961-63. When activated, the mail bag swings out and attaches to a passing car. Also, the semaphore arm moves at the same time. Be forewarned–To make this accessory work, you must glue a magnet onto a car, so be prepared to sacrifice a piece of rolling stock to make the 161 work properly.
